yet another reason not to worry about weapon speed now...again from TankSpot:

Protection Warrior -- Increase Your Damage
Respond to Article (60)
Ciderhelm posted this on Dec 19, 2008 - 10:18 PM Threat doesn't matter. This has been posted before and it hasn't changed since 3.0 launched. Here's the exceptions:

    * Threat matters when working between tanks in terms of controlling aggro switches;
    * Threat matters on Malygos because of the massive damage boosts the raid gains;
    * Threat may matter in future encounters, either due to encounter mechanics or lopsided gear scaling.

All that said, stop worrying about your Threat unless it's one of the first two bullet points above. Instead, focus on your damage output.

Deep Wounds Is Baseline
I won't use the word 'required' because there are always exceptions to rules for Protection specs. However, 3 points in Deep Wounds is hands down more important than 3 points in Cruelty. Many tanks, including myself, are seeing minimum gains of 6% damage and, in some cases, up to 12% damage. This is true on trash and it's true on single-target raid encounters. Keep in mind that Deep Wounds greatly closes the gap between fast and slow weapons in terms of damage (where fast was unquestionably superior at all times in the past). It is virtually always worth picking up in your spec unless you're specing more than 51 points in Protection for a specific encounter.

You can alternate points into Improved Shield Block if you want for either build. Safeguard has limited uses in raiding as well. Spec for the encounter you're in!

Don't Gem For Avoidance
Content just doesn't warrant a heavy investment in Avoidance, especially with diminishing returns. Focus more of your slots onto damage oriented stats, particularly Expertise since this also increases your survivability. Expertise and Hit are preferred due to their stabilizing effect early in pulls where DPS can spike.

Stamina is still a very solid stat, especially for your blue gem slots. Many of the items without blue gems now offer Stamina socket bonuses, so that can be an ideal place to at least get mixed gems in. This is up to you and should be based off your goals -- for all non-Achievement 10 and 25-man encounters, however, you don't need to put a single socket in for Stamina.

...until Malygos, at least.
